Job Description

People in Need (PIN) is one of the largest international non-profit, humanitarian and development organization of Central Europe with its global headquarters in Prague, Czechia. PIN started its operations in Yemen in 2021 and gradually expanded its programs in Aden, Lahj, Taiz and Southern Hodeidah Governorates.

The purpose of this position is to provide technical and operational support to WASH and Integrated Water Resource Management projects in different areas of Yemen. Reporting to Program Manager, and under the overall supervision of Head of Programs, WASH/IWRM Project Officer will be involved in conducting WASH/IWRM need assessments, project design and direct implementation of WASH/IWRM activities. The incumbent will also be directly involved in designing of BoQs, budgets and supervision of water, sanitation and SWM activities in PIN areas of operations. WASH project officer will also be responsible for providing technical support to logistics teams in WASH related procurement of products and services.

WASH/IWRM Project Officer will directly report to Program Manager for his/her routine tasks but work as a part of overall Yemen Program Team led by Head of Programs. This position will supervise the field teams such as site Engineers and temporary staff; coordinate the program activities directly with other program team members involved in education, hygiene promotion and nutrition activities etc. The incumbent will also coordinate the program activities Grants and Reporting Manager and MEAL Team and will work closely in coordination with procurement, logistic and finance team to deliver his/her tasks.

MAIN TASKSPlanning, Management and Supervision of WASH/IWRM Activities

- Responsible for overall implementation of WASH/IWRM project activities including the infrastructure and community activties

- Identifies the potential WASH/IWRM activities and sites for interventions

- Develops an understanding of the different needs of the women, men, girls, boys and PwSN in the communities, on water and sanitation

- Conducts participatory assessments of WASH needs within targeted communities in coordination with stakeholders;

- Develops BoQs/technical designs for WASH/IWRM activities, and participates in collection of necessary data on beneficiaries and technical indicators

- Assists and participates in technical and financial proposal development process

- Supervises the field teams and daily workers, involved in WASH/IWRM activities

- Provides technical, monitoring and supervisory support for implementation of activities by suppliers/communities and third party.

- Properly collects water samples for testing of water quality from households, trucks, water stations and any other water point as necessary.

- Supports the development and implementation of suitable tools and systems for assessment, evaluation and monitoring within the targeted communities;

- Conducts community visits and supports/supervises NFI distribution on the field, monitoring the implementation of WASH activities, and providing necessary adjustments on site to allow efficient progress of activity;

- Conducts and supervises social mobilizations activities within targeted communities, with the support of local mobilisers and field teams

- Coordinates with the local stakeholders for implementation of activities such as local partners, communities, local government authorities for relevant permissions and/or monitoring etc

- Designs and delivers training to stakeholders and communities on Oamp;M of the WASH/IWRM interventions and Equipments

- Participates in the preparing the necessary documentation for WASH/IWRM activities for local authorities, donors including data collection, analysis and preparing reports

- Maintain all records related with implementation of project activities and archive properly

- Raises the requests and participate in procurement of technical products and services required for implementation of program activities

- Participate in/ prepares the technical and financial documentation related to assigned activities such as beneficiary lists, CfW payments sheets, handover documents etc

- Participates in preparation of financial forecasts, particularly the WASH/IWRM activities

- Supporting the preparation of internal and external (donor) reports with activities progress data and field information;

Coordination of WASH/IWRM Activities

- Participates in the regular internal meetings

- Provides technical inputs to PIN procurement teams and participates in the procurement processes related to WASH/IWRM including technical analysis of bids/tenders

- Identifies and resolves all the Third-party issues related with suppliers in coordination with logistics/ procurement teams.

- Actively participates in WASH cluster meetings and update the stakeholders on PIN WASH activi
